The single most important display parameter after transfer syntax. Together with Window Width, determines the grayscale mapping for the viewer. Should be set appropriately per tissue type.
Troubleshooting
Wrong default windowing in PACS viewer is usually the default Window Center/Width embedded in the DICOM file. Modality should set appropriate defaults per protocol.
